摘要
取消药品加成是新医改药品领域改革的核心,历经六十余年的药品加成政策将要全面取消。文章梳理了药品加成政策的历史背景及改革变迁之路;分析了在一定历史时期药品加成政策对我国公立医院发展作出的积极贡献,以及药品加成政策造成"以药养医"、加剧"看病贵"等负面影响;总结了在新时期取消药品加成政策给公立医院的收入、运行效率和药学部门人才队伍培养等带来的挑战。针对各级公立医院在"药品零加成"的改革中遇到收入模式转变、医务人员积极性受挫等现实问题,给予了针对性的对策和建议,以便完善公立医院运行管理,谋求更加长远的发展。
The elimination of drug price addition is the core of the pharmaceutical reform in the new medical reform. The drug price addition policy which has taken over 60 years will be completely eliminated. This article sorts out the historical background and reforms of the drug price addition policy, and analyzes the contribution of the drug price addition policy to the development of public hospitals in China during a certain historical period. Also, we notice the negative impact of the drug price addition policy on ＂taking drugs to support medical care＂ and exacerbating the ＂expensiveness of visiting the doctor＂. We summarize the challenges brought by the elimination of the drug price addition policy in the new era to the public hospitals＇ income, operating efficiency and the cultivation of talents in the pharmaceutical sector. For public hospitals at all levels in the reform of ＂drug price zero-addition＂, they encountered real problems such as the change of income model and the frustration of the enthusiasm of medical personnel. We give targeted countermeasures and suggestions in order to improve the operation and management of public hospitals and seek for more long-term development.
