欠发达地区集团化办园的现状、困境及突破探究——以贵州省黔南州为例

摘要 欠发达地区学前教育基础薄弱、发展迟缓与教育需求日益提升之间的矛盾突出,幼儿园集团化办园在政府主导下应运而生。当前,集团化办园呈现"自上而下,政策引领;以强带弱,组团发展;软件上规范提升,物质上帮扶添置;全力支援,领跑新园"等发展特征。同时面临着"难以促成质变、难以形成内在生命力、难以持续有效运转、难以突破发展瓶颈"等诸多困境。文章从集团化办园的背景、现状和困境、以及如何走出困境等方面进行了探究和思考。 The conflictamong the weak foundation,slow development and the increasing demand of preschool education in the underdeveloped regions is becoming prominent. The collectivized kindergarten had emerged under this background. The development characteristics of collectivized kindergarten presents as follows:form top to down,dominated by policy;strong kindergartens helpingweak development;setting norms and standards,providing material support,helping new kindergartens to development do the best job. At the same time,they are faced with many difficulties,such as "difficult to bring qualitative change,hard to form internal vitality,difficult to continue and effective operation,and difficult to break through the bottleneck of development". This paper explores and analyzes the background,current situation and difficulties of collectivized kindergartens,and how to get out of the predicament.
