摘要
高职教育发展既是经济社会进步的现实需要,也是应对人们渴望接受高等教育的价值诉求,因此政府、企业和学习者不同程度地分担了办学经费。通过分析OECD成员国高职教育经费的来源结构和投入机制,将其分为四种典型模式,并结合案例对各模式的总体特征和形成原因进行了深入探讨,最终认为:经费投入模式的差异根源于高职教育办学体制和办学主体的不同。OECD国家在高职教育发展投入过程中,形成了相对丰富的社会服务形式、健全的财政拨款机制,促进了企业经费的稳定增长和政府经费的有效利用。
The development of Higher Vocational Education(HVE) is a realistic need for economic and social progress, and is also the response to people's demand for higher education. Therefore, fund for HVE is shared by government, enterprises and learners. This paper analyzes the funding structure and mechanism within OECD countries, and then divides them into four models. It concludes that difference in the funding models stems from diversification of operating system and main body in running higher vocational institutions. The study is combined with cases and in-depth discussion on general characteristics and causes of formation about each model. Finally, in the process of HVE development among OECD countries, the relatively rich forms of social service and sound government-allocation mechanism are formed, in order to promote stable growth of enterprise investment and effective utilization of financial resource.
