摘要
近年来发审委委员腐败现象屡禁不止,大量问题企业"带病过关",严重侵害投资者特别是中小投资者合法权益,破坏资本市场运行规则,对我国国民经济的稳健运行造成极为恶劣的影响。文章对我国股票发行核准制下发审委委员腐败的内在机理进行研究,从制度设计、资本市场和社会文化三个方面分析其腐败的根源并提出针对性建议,为我国建设多层次资本市场提供一定参考。
In recent years, the corruption phenomenon of the members of CSIEC can＇t be completely banned. A large number of companies with defects have passed the issuing committee meeting, seriously infl＇inged upon the legitimate rights and interests of investors, especially small and medium investors, and undermined the operating rules of the capital market. This has caused extremely bad influences on the steady operation of the national economy in China. This paper explores the internal mechanism of China＇ s current stock-issuing approval system, creatively analyzes the causes of the corruption of the IEC members fl＇om the three aspects of institutional design, capital market and social culture, proposes specific suggestions and provides some references for China to build a modern multi-level capital market.
