摘要
空气质量和经济增长是政府和民众日益关注的问题,腐败和经济增长之间的关系由来已久,而政府颁布的环境保护政策的实施效果与腐败程度也有一定关系。论文以空气污染严重的华北地区26座城市为研究对象,基于2010年—2014年的面板数据,在传统的EKC模型中加入腐败因素,建立联立方程组,分别研究腐败对经济增长、腐败与经济增长对空气质量的影响。结果表明:腐败对华北地区经济增长的作用不明显,经济增长主要由对外开放程度和固定资产投资决定;而腐败对华北地区的空气质量呈负向影响,经济增长与空气质量呈U型曲线关系。以期为华北地区乃至全国治理空气污染提供严打腐败的新思路。
Both air quality and economic growth are important issues that the government and the people are increasingly concerned about. The relationship between corruption and economic growth has a long history, and the implementation effect of the government＇s environmental protection policy also has a certain relationship with corruption. This paper studied 26 cities in North China with severe air pollution. Based on the panel data from 2010 to 2014, corruption factor is added to the traditional EKC model. Simultaneous equations are set to study corruption on economic growth, and the impact on air quality of corruption and economic growth. The results show that corruption has no obvious effect on economic growth in North China, and economic growth is mainly determined by the degree of openness and investment in fixed assets. Corruption has a negative effect on air quality in North China, and U-shaped curve shows the relationship between economic growth and air quality. The results will provide new ideas for combating air pollution in North China and even the whole country.
