摘要
在Greiner和Semmter (2000)的理论模型的基础上,分析财政分权、转移支付以及财政分权-转移支付交互作用对政府地方债务水平的影响。通过构造Hamilton函数的方法,得出地方政府债务水平与财政分权、转移支付以及交互项的显式,通过对显式的求导得出各变量对地方政府债务的影响。然后利用1997—2015年省级面板数据进行实证分析,结果表明财政分权与转移支付交互项对地方政府债务水平具有正向影响,财政分权对地方政府债务具有负向影响,转移支付具有正向影响,且结论是稳健的。
Based on the theoretical models of Greiner and Semmter（ 2000）,this paper analyzes the impact of fiscal decentralization, transfer payment and the effect of fiscal decentralization-transfer payment interaction on the local government debt level. By constructing a Hamilton function,we can get an explicit formulation of local government debt and fiscal decentralization, transfer payments and interaction. By finding derivatives of explicit formulation,we can get the impact of each variable on local government debt. Then we use the provincial panel data from 1997 to 2015 to make an empirical analysis. The results show that fiscal decentralization and transfer payment interaction has a positive impact on local government debt level,while fiscal decentralization has a negative impact and transfer payment has a positive impact,and the conclusion is robust.
