摘要
科研机构行政管理工作具有专业性强、回旋余地小、繁琐庞杂及政务性、原则性、严谨性要求极高等特点。如今,科技发展进入一个全新的阶段,管理创新能力对科技创新的支撑作用尤显重要。新形势对科研发展提出了更新更高的要求,也对行政管理工作提出了新的挑战。对此,科研机构的行政管理部门需树立服务意识,做好全方位全能型助手;树立专业意识,加强理论与实践学习;树立创新意识,推动办公模式与管理模式的转化;树立规范意识,实现服务与管理的科学化。
Administrative management in research institutions is characterized by professionalism,formularization and miscellaneity. It requires high principles,preciseness and frequent contacts with governments. Now the development of science and technology has entered on a new phase,which makes the capacity of administration innovation particularly critical to the science and technology innovation. This new situation presents higher standards to research institutions and also brings new challenges into their administration. Therefore,administrative departments in research institutions should consider how to render better services in order to become all- around assistants. They should combine theory and practice in better ways so as to be more professional.Besides,to promote the transformation between office and management patterns,innovation consciousness should be strengthened. Finally,for achieving the scientification of both service and management,the administrative departments should work towards standardization.
