摘要
知识产权运营是以实现经济价值为目的的知识产权商业化活动。本文根据公共政策原理和系统论思想构建了知识产权运营政策体系,分析了我国知识产权运营政策的主要问题,提出了我国知识产权运营政策体系构建和政策发展的建议。我国应完善专利导航政策,出台科技计划项目知识产权全过程管理办法,明确全国知识产权运营公共服务平台功能定位,建立财政支持科技计划和资金项目形成知识产权的标示制度和专利组合及专利池,优化知识产权运用引导基金投向,支持发展各类新型知识产权运营机构,改进知识产权运营税收优惠政策,建设和命名一批知识产权新经济示范区。
The intellectual property right（IPR） operation is IPR commercial activities, with an aim to realize economic value. Based on the public policy principles and the system theory ideas, the paper constructs the IPR operation policy system, analyzes the defects of the current IPR operation policies, and puts forward some recommendations to improve the IPR operation policies. The paper suggests to improve the patent navigation policy, issue whole process IPR management measures for science and technology projects, clarify the function and orientation of the state public service IPR operation platforms, financial supported science and technology plan as well as capital project, form IPR marking system and patent portfolios or patent pools, optimize IPR operation fund investment direction, establish new types of IPR operation institutions, perfect IPR tax preferential policies, establish some IPR new economy demonstration areas.
