摘要
通过分析科研专项经费基层监管中出现的"科研专项经费监管的必要性认识不足"、"科研专项经费管理专业技术性强"、"科研专项经费使用过程中具有较多的不确定性"、"科研专项经费管理体系尚有待完善"等难点,提出要进一步做好基层单位的科研专项经费监管工作,应坚持"主体责任,专业合作,全程管理,规范务实"的基本原则,并提出具体的工作方法,以期为科研经费的监管和合理使用提供借鉴。
By analyzing the features and difficulties in grass-roots level supervision at scientific research funds,including insufficient understanding of the necessity of the supervision, highly technically specialization, the characteristics of the usage of scientific research funds, insufficient of the management system, etc. The author suggested that to improve the supervision at the scientific research funds in grass-roots institutions, the principle of ＂main responsibility, professional cooperation, whole course management, and standardization and pragmatism＂ should be adhered to, and several specific methods were introduced, so as to provide reference for the supervision and reasonable use of scientific research funds.
