摘要 网络信息体系背景下的作战节奏更为迅捷、敌我博弈更为激烈,高效地制定作战行动计划有助于体系能力的发挥。针对作战行动计划制定存在的"共享困难"、"决策迷雾"和"实用性低"等问题,利用知识工程理论中的本体表示、知识图谱和语义推理等技术,结合作战行动计划的表示、要素关系构建和计划校验等需求,分析了作战行动计划领域的核心难点,提出基于作战行动状态转移理论的作战行动计划制定方法。同时,基于作战行动计划制定流程,分析探讨了基于知识工程的作战行动计划制定特点,并以打击争议区域对方指挥机构为作战任务,给出一个基于知识工程的作战行动计划示例。 According to the requirement of networking information-centric system of systems( NICSOS),the combat rhythm is more informative,and the competition is much more intense. Efficient planning military operational plans can help NICSOS to fully exert its performance. In view of the problems of "sharing difficulties","fog of decision-making"and "low practicability"in operational planning,three key technologies in knowledge engineering theory including the ontology representation,knowledge graph and semantic reasoning are analyzed in this paper. At the same time,with the difficulties in operational plan description,the construction of the relationship between factors and the verification of plans,based on the state transition theory of operations,an operational planning method is proposed. Besides,based on the operational planning process,the characteristics of planning of operational plans based on knowledge engineering are analyzed and discussed,and a case of operational planning considering joint fire attack a command in an assumed disputed area is given.
