摘要 文化艺术具有政治性、思想性、公共性和商品属性,而这四个特点也使得文化管理顶层设计要遵循相应的四个原则,即意识形态原则、功利性原则、公益性原则、民族性原则。改革开放四十年来,中国文化管理顶层设计主要围绕管理主体认定、管理角色分配和管理路径选择三个主要环节展开,并依次呈现计划统治型、政府主导型、市场引导型、合作共治型四种类型的文化管理顶层设计模型。党的十九大以来,在实现中华民族伟大复兴的宏伟目标和新时代中国特色社会主义文化建设的背景之下,文化管理顶层设计呈现新方向、新特点、新趋势,逐步形成政府搭台、市场引导、社会参与、公民创新的文化治理体系。 Culture and art have the attributes of politics, ideology, public and commodity, which make the toplevel design of cultural management follow four principles: ideological principle, utilitarian principle, public welfare principle and national principle. Over the past four-decade reform and opening-up, the top-level design of Chinese cultural management has mainly presented in the models of plan-dominating, government-leading, market-orientation, and cooperative-governance, focusing on the three main links: the identification of management subjects, distribution of managerial roles, and selection of management paths. Since the igth CPC National Congress, under the grand goals of realizing the great rejuvenation of the Chinese nation and building the socialist culture with Chinese characteristics in a new era, the top-level design of cultural management has taken on new directions, features and trends, gradually forming a cultural governance system with the features of government-support, market-leading, social participation and mass innovation.
