摘要
《关于汞的水俣公约》对含汞体温计、血压计提出了限期淘汰的要求。对我国含汞体温计、血压计生产现状、替代品生产和应用情况进行深入调研,分析了国内外管控措施,针对当前我国履行公约面临的产品产量基数大、用汞量大、替代品性能质量缺乏规范、公众意识不足、含汞废物回收处置困难等问题,提出了研究制定逐步淘汰含汞体温计和血压计生产的行动计划、完善替代品国家标准、提高替代品性能、加大宣传力度、建立健全回收与无害化处置体系的履约对策建议。
The Minamata Convention on Mercury sets the deadline for the phase-out of mercury-containing thermometers and sphygmomanometers. This paper investigates deeply China＇s current production status of mercurycontaining thermometer and sphygmomanometer and the production and application situations of substitutes. It also analyzes the corresponding management and control measures at home and abroad. In the light of the problems faced by China in the implementation of the Minamata Convention,such as a large base of product output,large amount of mercury consumption,lack of regulations for performance and quality of substitutes,poor public awareness and difficulty in recovery and disposal of mercury-containing waste,this paper proposes implementation recommendations of developing and formulating an action plan to phase out production of mercury-containing thermometers and sphygmomanometers,improving the national standards for substitutes,promoting the performance of alternatives,intensifying publicity and establishing and improving the recovery and environmentally sound disposal system.
