摘要
安全管理教育是基层部队管理工作的重要内容。运用德尔菲法确定影响基层部队安全管理教育有效性的因素，进一步借助ISM方法建立解释结构模型并得到影响基层部队安全管理教育有效性因素之间的层次关系，最后通过解释结构模型分析找出提高基层部队安全管理教育有效性的基本策略。
Security management education is an important content of management in grass- roots units. The influence factors of effectiveness in the security management education of grass-roots units are determined by Delphi method, interpretative structure model is estab- lished and hierarchical relationships of the influence factors of effectiveness in the security management education of grass-roots units are obtained by ISM method. Lastly, the basic strategies for improving effectiveness in the security management education of grass-roots u- nits are gived by analyzing interpretative structure model.
