摘要
选取宁夏地区不同参保人群为研究对象,通过实地调查和数据分析,比较研究宁夏地区不同医疗保险制度覆盖的人群的卫生服务需要和利用情况。研究结果显示,不同医疗保险制度覆盖的人群的社会学特征、卫生服务需要及利用均存在差异,城乡统筹医保覆盖人群较好,城镇职工医保覆盖人群次之,未参保人群较差。应通过进一步提高基本医疗保险制度的覆盖率,打破城乡二元结构差异,完善医疗保险的筹资补偿机制,提升居民健康素养,来减少不同医保制度间的差距,提高医保的公平性。
This article selected different groups of people in Ningxia as the research object.Through the field investigation and data analysis,the authors compared the different needs and utilization of health service with different medical insurance systems in Ningxia.The results showed that urban and rural medical insurance coverage were better,medical insurance coverage for urban workers was the second,non-insured people health services needs and utilization were poor.Therefore,we should improve the coverage of the basic medical insurance,break the difference between urban and rural dual structure,improve the financing and compensation mechanism of medical insurance,improve the health of residents to reduce the gap between different health insurance systems and improve the fairness of health insurance.
