摘要
建立科学、规范的薪酬制度是当前医改的一项重要内容,但医生薪酬制度一直是从业者、决策者和社会公众广泛关注的问题。主要通过文献检索和知情人访谈的研究方法,对福建省三明市、上海市、江苏省、广东省深圳市、四川省成都市几个典型地区公立医院薪酬制度改革经验进行梳理和比较,分析其薪酬结构、薪酬水平、院长薪酬、公立医院薪酬分配自主权、评价考核机制、经费来源等,并总结经验,为其他地区的改革提供借鉴和参考。
The establishment of a scientific and standardized salary system is an important part of the current health care reform,but the doctor salary system has been a widespread concern of practitioners,policy-makers and the public. Through literature search and interview,the salary system reforms of public hospitals in the typical areas;such as Sanming City,Fujian Province;Shanghai City;Jiangsu Province;Shenzhen City,Guangdong Province;and Chengdu City,Sichuan Province;are anlyzed and compared. Salary structure,salary level,president salary,public hospital salary distribution autonomy,evaluation mechanism,and source of funds etc are analyzed. Then experience is summarized to provide the reference for the reform of other regions.
