摘要
该文认为,中国现行义务教育转移支付制度还不完善,既没有专项的流动人口义务教育转移支付项目,流入地政府也难以在横向从流出地政府获得应随学生流转的义务教育经费,这就影响了流动人口子女义务教育权利的实现,影响了教育公平和义务教育均衡发展,要解决上述问题,就需要建立流动人口义务教育转移支付制度。
This article believes that China＇s current compulsory education transfer payment system is not still perfect. There is no special compulsory education transfer payment program for migrant population,and it is also difficult for the in-flowed city government to obtain compulsory education funds that should be transferred to students from the outflowed city government. This has affected the realization of the rights of compulsory education for migrant children,and the fairness and the balanced development of compulsory education. To solve the above problems,it is necessary to establish a transfer payment system of compulsory education for migrant population.
