摘要
广东作为中国改革开放的排头兵,在国家开放版图中战略位置凸显,国际性综合交通体系比较完善,海洋航运历史文化积淀厚实,高标准建设国际航运中心具有现实可行性和迫切性。我们要进一步解放思想、开拓创新,从战略高度谋划国际航运中心建设,着力发展现代临港临海产业体系,构建与国际航运、投资和贸易通行规则相衔接的制度体系,率先建立起市场化、法治化、国际化营商环境,加快构建高层次开放型经济新体制。
As a pioneer of China＇s opening up to the world,Guangdong province has been prominent strategic position in the country＇s opening map,where the market economy is developed,the ocean shipping has a long history,the international comprehensive transportation system is rather perfect,etc.,and has the reality feasibility to construct an international shipping center in a high level. For this purpose,it is necessary for Guangdong to emancipate the mind further,speed up the step to build the institutional system corresponding to the prevailing rules of the international shipping,investment and trade,take the lead in establishing the international market and business environment under the rule of law in China,accelerate the development of modern near port industry,and speed up the construction of the new system of open economy in a high level.
