摘要
目的探索我国在健康中国框架下环境与健康工作需要关注的主要问题及其应对策略。方法通过资料调研、数据统计和专家研判等,进行综合分析和对比研究。结果近些年我国不断加强环境与健康管理和研究,加大环境与健康工作的力度,但仍存在科研投入不足,法律法规体系不完善,基础数据公开缺乏以及对环境健康教育工作不够重视等问题。结论我国应完善环境与健康技术支撑建设,建立专业科研人才队伍;加强环境健康事件的应急处置机制;形成环境与健康监测网络;构建成熟的技术规范、标准与法规体系;加强环境健康宣教和环境健康素养培育。努力解决经济、资源、环境、健康协调发展之间的突出矛盾,推进健康中国规划纲要的落实。
Objective To understand the main environmental health problems and the corresponding countermeasures under the framework of Healthy China. Methods Comprehensive analysis and contrastive study were carried out through information collection, data statistics and expert judgment. Results In recent years, the environment and health management and research were continuously strengthened in China, the intensity of environment and health work were increased. However, there still were problems like inadequate research, imperfect legal system, shortage of public basic data and insufficient awareness on environmental health research. Conclusion For the implementation of the Healthy China, the corresponding countermeasures should be taken, just like to improve the technical support of environmental health, establish a professional team, strengthen the emergency response mechanism on environmental health event, formulate an environmental health monitoring network,construct mature technical manuals, standards and regulation systems and to promote dissemination and propaganda of environmental health work. The outstanding contradictions for coordinated development of economics, resources, environment and health should be solved.
