摘要
元代潮灾频发,严重危害了沿海地区人民生命财产安全及地区社会政治、经济秩序的正常运转。元朝政府采取多种方式应对潮灾,包括赈济、禳灾以及修筑海塘。在潮灾应对过程中,政府发挥着主导作用,民间力量则与官府密切合作。积极与消极因素并存,对潮灾应对活动产生着不同影响。
Frequent occurrence of storm surge was a serious danger to the normal life and productive activities of the people in the Yuan Dynasty. The government took various action for Storm Surge,such as Famine relief,averting disasters through sacrifice and building sea walls. In process of disaster response,the government played a dominat role,and the folk power cooperated closely with the government. The coexistence of positive and negative factors had different effects on countermeasures about storm surge.
