摘要
围绕与绿色转型密切相关的经济、资源、环境、社会4个子系统,结合沿海城市的发展特点,首次构建了沿海城市绿色转型能力评价指标体系,运用熵权法确定指标权重,选取大连市2005—2014年的相关数据进行实例研究。研究表明:2005—2014年间大连市绿色转型综合能力虽逐步增强,但各子系统发展不均衡。基于指标权重及评价结果,提出加快产业绿色转型、推动能源变革、完善相关法规与监管以及加快绿色科技创新等措施,对提高沿海城市绿色转型能力有指导意义。
This paper focuses on the four subsystems:economy, resource, environment and society, which are closely related to the development of the coastal cities, and constructs the evaluation index system of green transfor- mation ability of coastal cities for the first time. The entropy weight method is used to determine the weight of each index. The relevant data of Dalian city from 2005 to 2014 are used for empirical research. The results show that the capacity of green transformation in Dalian has been gradually enhanced in 2005--2014, but the development of each subsystem is not balanced. Based on the index weight and evaluation results, it is of great significance to im- prove the green transformation ability of the coastal cities by accelerating the green transformation of the industry, promoting the energy reform, improving the green transformation ' s regulation and supervision capacity, accelerating the science and technology innovation.
