摘要
目的分析潍坊市疾病预防控制体系建设情况,为有关部门合理配置疾控资源提供科学依据和政策建议。方法采用文献研究、现状调查和小组讨论等方法,对疾控机构职能定位、人员配备、基本建设、经费保障和信息化建设等方面的数据进行统计分析。结果市、县两级疾控机构除承担7项基本职责外,还承担查体和委托性卫生检测任务。疾控机构编制不足,人员年龄结构不合理,职称设岗比例偏低。市级实验室设备配备率达85.06%,县级实验室设备老化严重,卫生检验专业人员占比不高;疾控事业发展经费不足。疾控信息化系统尚未接入同级区域人口健康信息平台。结论进一步明确疾控职能,界定疾控职责,落实人员编制,细化疾控机构检测职能,足额保障疾控事业发展经费,加快疾控信息化建设,提升疾控整体能力和水平。
OBJECTIVE To analyze the construction situation of the disease control system in Weifang city and provide scientific basis and policy suggestions for the reasonable allocation of disease control resources. METHODS It analyzed the functions, staffing, basic construction, financial guarantee and information construction of the disease control institution by using the methods of literature re- search, status investigation and group discussion. RESULTS In addition to the seven basic responsibilities, the CDC also undertaked the task of physical examination and mandated health detection. The institutions establishment was generally insufficient, the person- nel age structure was aging, the job title ratio was lower. The preparation rate of municipal laboratory equipment was 85.06%. The equipment of county-level laboratory was serious and the number of health inspection professionals was insufficient. The development fund for disease control was obviously insufficient. Information construction has just begun, and there was no access to the regional population health information platform. CONCLUSION Further clarifying the disease control functions and defining the disease con- trol functions, implementing the staffing levels of the CDC, refining the detection function of the CDC, ensureing the development funds of the disease control system in full, accelerating the information construction of disease control, improving the overall ability and level of disease control.
