摘要
为了深刻了解干旱区城镇化发展与水资源开发利用的协调性,以熵权法为基础,建立衡量新疆城镇化综合发展水平和水资源开发利用水平相互作用的指标体系,通过协调度模型来判断两者的协调发展度。结果表明:1996—2015年在新疆城镇化不断推进过程中,水资源开发利用水平逐步提高,城镇化发展与水资源开发利用水平整体上呈现由勉强协调向良好协调的轨迹发展,但两者之间存在双向作用关系。今后干旱区的发展要注意协调两者之间的关系,通过调整产业结构、完善城镇基础设施、推广农业节水和提升工业用水效率等措施来推动城镇化与水资源开发利用的可持续发展。
In order to realize the coordination among urbanization development, water resources development and utilization in arid areas, through the construction of evaluation index system of urbanization comprehensive development, water resources development and utilization, and the use of model of coordination degree, this paper carried out the analysis of coordination degree between urbanization development and development level of water resources system based on entropy weight method. The conclusions were as follows: The improvement of water resources development and utilization level was dependent on urbanization development in Xinjiang from 1996 to 2015. The urbanization development, wa- ter resources development and utilization coordination obtained a general trend from barely coordination to good coordination. A two - way role existed the relationship between urbanization development, water resources development and utilization. We should pay attention to coordinate the relationship in arid in the future, in order to promote the sustainable development between urbanization development, water resources development and utilization. We should take measures such as adjusting industrial structure, improving urban infrastructure to promote the agricultural water conservation and improve the efficiency of industrial water.
