摘要
近年来,我国大学生资助政策日趋完善,形成竞争与普惠并存的多元混合型资助模式,资助的经费规模、资助力度、受益人群均呈扩大、增长态势,有效地促进了高等教育规模扩张、高等教育机会公平以及人力资源强国建设。同时,也存在资助是否充足、高效、可持续及育人性问题,为此,需要在经费筹措上加大社会资金投入力度,通过优化资助结构提高资助效益,健全贫困生认定机制实现精准帮扶,健全防范机制使资助政策具有可持续性,强化考核评估增进育人价值。
In recent years, the financial aid policy of college students in China has become increasingly perfect, and a pluralistic and mixed mode of competition and mutual benefit has been formed. The scale and strength of the financial aid and the beneficiaries have expanded and increased, which has effectively promoted the scale expansion of higher education, the equity of higher education opportunities and the construction of a powerful country in human resources. At the same time, there is also the question of whether funding is adequate, efficient, sustainable and humane. Therefore, it is necessary to increase the social capital investment in finan- cing, improve the efficiency of funding by optimizing the funding structure, improve the identification mechanism for impoverished students to achieve accurate help, establish and improve the prevention mechanism for sustainability of the financial aid policy, and strengthen assessment to enhance the value of education.
