摘要
自新医改以来,虽然很多地区在医药卫生体制改革方向上进行了大胆的探索,并取得短期成效,但并未有效地缓解人们"看病难、看病贵"的现象,而且引发的问题也层出不穷。笔者对广西卫生与健康的现状进行分析,就存在的主要问题进行了梳理,并提出完善顶层设计相关政策、打破利益固化的籓篱、理清政府与市场的关系、强化创新驱动等建议,以期为广西医药卫生体制改革"十三五"规划的顺利实施扫清障碍,把广西卫生与健康水平提上一个新台阶。
Since new medial reform, many regions have made daring explorations in the direction of medical and health system retorm, and a- chieved short- term results. However, it has not effectively alleviated the phenomenon of ＂difficult medical treatment and expensive medical treatment＂, and the problems caused by it are endless. Currently, the author analyzes current situation of medical and health in Guangxi, combs exiting main problem, and puts forward to perfect the policy of top - level design, break the barriers of interest solidification, clarify the relationship between government and market and to strengthen innovation drive, etc. For the purpose of clearing of obstacle for implementation well of ＂13th five -years plan＂ of medical and health system reform in Guangxi, and put medical condition and health service at a new level in Guangxi.
