摘要
为了分析山区公路项目施工安全管理绩效供公路安全管理人员参考,针对普遍存在的公路项目施工安全管理情况,考虑安全技术管理资质与安全管理制度等因素的影响,对安全管理绩效综合评价研究。利用物元分析法进行山区公路管理绩效评价,将各种复杂的因素按条理有序层次进行分类,然后比较定量的数值并计算逐层因素与评价之间的关联度,采用模糊数学法划分评估结果等级,最后结合由福建神州建设集团有限公司承建福建省境内二级公路项目进行实例分析。实例分析结论表明,该公路施工安全绩效管理属于二级,即安全、资质、机构与人员管理属于很安全级别,其他各项为安全级别;对评价等级关联度从高到低进行排序,结果依次为安全生产管理制度、安全技术、设备管理和资质、机构与人员管理及安全监控活动,与实际相符。建立山区公路项目安全绩效评价模型可为合理科学地进行山区公路项目施工安全绩效风险控制提供指导。
In order to analyze performance of construction safety management in mountain highway project and provide reference for management personnel, safety technology management qualification,safety management system and other factors are considered. Matter-element analysis is used to evaluate the performance of mountain highway management and classify all kinds of complex factors. Values of the factors are compared,and degree of association relation between layer-by-layer factors and evaluation is calculated. The fuzzy mathematics method is used to grade the assessment results,and a case analysis is carried out based on the project undertaken by Fujian Shenzhou Construction Group Co. Ltd. in Fujian Province. The case study shows that construction safety management performance of the highway is on the second level, i. e., safety, qualification,organization and personnel management of the project all are on a very safe level. The other items are on a safe level. The items are sorted from high to low according to the level of relevance. Theresult is as follows： safety production management system, safety technology, equipment management and qualification, organization and personnel management and safety monitoring activities,which are in conformity with practice. The establishment of a safety performance evaluation model for mountain highway project has the practical and guiding significance for reasonably and scientifically carrying out risk control for construction safety of mountain highway project.
