摘要
研制中国英语能力等级量表对规范我国英语教学大纲,完善英语能力测评体系,以及推动地区国家间交流合作,建立多元语言能力量表具有重要意义。本文分别对中国英语能力等级量表的制定背景和CEFR对我国量表制定的现实参照意义两方面进行论述,提出对CEFR兼收并蓄,并在对相关因素进行特殊考量和广泛论证的情况下,建立满足中国广大英语学习者和使用者实际需求的英语能力等级量表。
Developing the China＇ s Standards of English（CSE 2014） is of great significance for unifying the China＇ s Englishteaching syllabus, improving English ability evaluation system, and promoting regional exchanges and cooperation between countries.This paper reviews on the constructing background and principles of The CSE, and provides practical references for the construction ofCES. The author proposes an eclectic approach for the application of common European Framework of Reference for Languages： Learning, Teaching, Assessment（CEFR 2001）. Extensive demonstration should be combined with the consideration on relevant factors forestablishing The CES that meets the practical needs for Chinese English learners and users.
