摘要
丹江口水库作为南水北调中线工程水源地,战略地位十分突出。为了控制丹江口库区及上游水土流失,确保南水北调中线工程充分发挥效益,已经在该区域实施了两期水土保持工程。基于生态服务价值原理和当地实际,构建了适合该区域的水土保持生态服务价值评价体系,并对丹江口库区及上游水土保持生态服务价值进行评价。结果表明:该工程在全部发挥效益后每年所产生的生态服务价值约为543.561亿元,是其年成本的130.51倍,可见其生态经济效益非常显著。在各项效益中,水圈效益尤其是水污染防治价值最为突出,是该工程生态服务价值的最主要体现,这和该工程的实施目标是一致的。
Danjiangkou Reservoir is the water source area of the Middle Route Project of the South-to-North Water Transfer Project,of which the strategic position is very prominent. In order to control the soil and water loss in the reservoir area and the upper reaches,two soil and water conservation projects have been implemented and completed. Based on the principle of ecological services value and the local actual situations,this paper constructed the ecological services value evaluation system which was suitable for the region and evaluated the ecological services of water and soil conservation in Danjiangkou Reservoir area and the its upper reaches. The results show that the fully ecological service value of the projects is about 54.3561 billion Yuan per year and is 130.51 times of its annual cost. The economic benefits are very significant. The benefit of prevention water pollution is the most prominent,which is the main embodiment of ecological services value of the projects. It is consistent with the goals of the projects.
