摘要
为实现宁夏中卫市沙坡头区各乡(镇)水资源使用权的合理分配,基于公平性、经济性、效益性的原则提出了水权确权体系。在用水总量控制的基础上,运用定额法对沙坡头区农业、工业和生态用水进行确权。结果表明:确权总水量为4.65亿m^3,未超"三条红线"用水总量,其中:农业用水总量为38 154万m^3,工业用水总量为2 250万m^3,生态用水总量为2 000万m^3,政府预留水量为4 040万m^3,在满足各行业用水量的同时提高了水资源利用率。新的水权制度的建设,为后续的水权交易奠定了良好的基础。
Water right confirmation system was proposed following the principle of"fairness,efficiency and effectiveness"in order to realizethe rational allocation of water right among towns and villages of Shapotou District in Zhongwei City,Ningxia Hui Autonomous Region.Rights of water resources used in different fields such as industry,ecology and agriculture were confirmed on the basis of total water quantity control. After deeply analyzing,a conclusion is drawn that the total volume of water is 465 million m^3,lower than the"three red lines",of which,agricultural water consumption is 381.5 million m^3,industrial water consumption is 22.5 million m^3,ecological water consumption is 20 million m^3 and government reserved water is 40.4 million m^3. Water consumptions in all fields have been satisfied and at the same time the utilization rations of water resources have been improved. The establishment of new water rights system has laid a solid foundation for water right trade in the future.
