摘要
上海推进长三角区域一体化、长三角城市群体系建设的关键:一是根据自身功能定位,做强产业的两端(设计投资端和审批发售端),避免大而散、低而多的产业局面;二是签订双边和多边协议,建立区域规范体系,营造区域合作制度规范;三是梳理中央和地方相关长三角的规范,建立专门网站实现信息公开,督促各方履行相关规范。
In order to promote Yangtze River Delta regional integration and Yangtze River Delta Urban Agglomerations system, we should take theses key steps： first, according to its own function orientation,we must strengthen the two sides of the industry （the design investment side and the approval sale side）,avoid large and scattered,low and many industrial situation; second, we need to sign bilateral and multilateral agreements, establish regional normative system, and create regional cooperation system norms;third,we should comb the norms of the central and local relevant Yangtze River Delta,establish a special website to realize information disclosure and urge all parties to performrelevant norms.
