政府、企业与公众:环境共治的经济学分析与机制构建研究 被引量:19

摘要 政府、企业和公众共同参与环境治理是实现绿色发展的重要机制。已有研究较少将政府、企业和公众放在同一框架下进行分析,缺乏对如何通过环境共治实现绿色发展的机制的探寻。本文从经济学的视角分析了政府、企业、公众共同参与环境治理的学理基础,提出了从环境信息透明度、绿色供应链管理、创新三个方面构建环境共治机制,形成三方协同、多元共治的现代环境治理体系。 Environmental co-governance,jointly participated by the government,enterprises and the public,is an important mechanism for the sake of green development.Few of existing researches have integrated the government,enterprises and the public into a common framework of environmental management,thus lacking further exploration of the impact the mechanism of environmental co-governance has on green development.From the perspective of economics,this paper analyzes the theoretical foundation of environmental co-governance of the government,enterprises and the public,and proposes three mechanisms of environmental co-governance,which are environmental information transparency,green supply chain management,and green innovation,so as to establish modern environmental management system.
