On January 1, 2017, the German federal state Hessen endowed Fulda University of Applied Sciences (UASs) with the right to award doctoral degrees officially and it became the first UASs that can award doctoral degrees independently in Germany. This set off a great controversy throughout German society. Some opponents felt that the "final bastion" of comprehensive universities has collapsed. When analyzing the focus of controversy deeply, we can find the "legitimacy basis" of endowing UASs with the right to award doctoral degrees independently. Fundamentally speaking, the controversy stems from the struggle of the traditional and modern mode of knowledge production in the post-modern society. In addition, the controversy has implications for the construction of Chinese modern vocational education system and the optimization of the structure of higher education system.
