摘要
在现有科技要素投入强度和科技成果供应能力条件下,分析福建省属公益类科研院所科技成果转化和对外科技服务的情况和特点,认为这些科研院所间发展不均衡、科技成果转化率低、缺乏适应市场机制的专业化服务性机构和队伍、科技成果转移转化激励政策难以落实是目前该类科研院所存在的主要问题。
Under the conditions of the input intensity of the existing scientific and technological elements and the supply capacity of scientific and technological achievements,the situation and characteristics of the transformation of scientific and technological achievements and the external service of science and technology in Fujian provincial public welfare research institutes were analyzed.It is considered that the main problems existing in the scientific research institutes were the uneven distribution of these institutes,the low transformation rate of scientific and technological achievements,the lack of specialized service organizations and teams that could adapt to the market mechanism,the incentive policy for transferring and transforming scientific and technological achievements is difficult to implement,and so on.
