摘要
在区域公共服务支出均等化的基础上,运用2006~2015年我国宏观数据测算现阶段财政政策调控区域间公共服务的影响效应。结果表明:从具体上来看,卫生医疗、基础教育及社会保障的均等化水平提高比较明显,基础设施均等水平改善一般。从总体上来看,区域间各项公共服务的差异与我国区域总体差异基本上保持一致。因此,现阶段财政政策必须重视财政支出行为,财政供给结构,政策协同联动,匹配财权与事权以及转移支付制度的作用机理。实现区域间公共服务均等化,现阶段财政政策调控的重点应是从发展性到民生性,从需求侧到供给侧以及从行政化到市场化。
Based on equalization expenditure of regional public service,this paper applies macro datas to make evaluation of the effects of current fiscal policies on equalization of regional public service.From a specific service,it shows that equalization degrees on elementary education,health care and social security have been enhanced,while the infrastructure is not unsatisfactory.Form the whole,the differences of respective kinds of regional public service are basically consistent with general regional public service.Therefore,the fiscal policy must pay attention to the behavior of fiscal expenditure,the structure of fiscal supply,the coordinated action of policies,the matching mechanism of financial rights and executive powers,and the transfer payment system.To realize the equalization of regional public services,we should shift the emphasis of fiscal policy from development to people's livelihood,from demand side to supply side and from administration to marketization,to form some feasible paths.
