摘要
水利标准化战略定位对我国经济社会的发展具有十分重要的意义。运用"历史—现实—未来"三维战略定位法分析发现:我国水利标准化战略的历史定位以工具理性为鹄的,缺少人的元素,本质上服务于国家统治;现实定位以工具理性和价值理性的统一为鹄的,尤其关注人的元素;未来定位以治理理性为鹄的,充分发挥制度作用,从多元化治理中心和多元化服务入手,力求降低行政色彩,实现水利标准化的自治。
The strategic positioning of water conservancy standardization is of great significance to the development of China's economic and social development. Using the "Historical-Reality-Future " Three-Dimensional Strategic Positioning Analysis found: The historical strategic positioning emphasizes to serve the potentates according to the instrument reason,which is lack of human-oriented idea. The realistic strategic positioning sets the core as the unity between the instrument reason and the value reason,which centers on human-oriented idea.The future strategic positioning gives full play to system and multiple governance-service based on the core of the governance reason,in order to reduce the tendency of administration and make water conservancy standardization self-organization come true.
