摘要
目前,以财政融资、债权融资为主,证券融资为辅的传统矿产勘查融资渠道缺陷明显,融资模式过于单一,已成为阻碍我国矿业发展的重要因素。分析了PPP(Public-Private-Partnership)模式的定义,讨论了矿产勘查领域应用PPP模式的可行性及PPP模式的运行机制。在此基础上就矿产勘查领域应用PPP模式给出了一些建议。研究表明:PPP模式作为新兴的融资模式应用于矿产勘查领域,具有拓宽融资渠道、提升行业市场竞争力、提供先进管理模式、提升企业核心技术和有效降低项目风险的积极意义,在应用PPP模式过程中,应依据项目实际情况和产业政策选择合适的方式和组织形式,进行风险和收益的合理划分、建立健全法律法规体系、改革创新政府补贴和金融制度等工作,促使矿产勘查PPP项目顺利完成,实现合作共赢。
At present,the financing channels of traditional mineral exploration,which is mainly composed of the financial financing and debt financing and supplemented by securities financing has obvious defects,the financing model is too single,therefore,it has becoming an important factor that hinder the development of mining industry in China. The definition of PPP（ Public-Private-Partnership） mode is analyzed,the feasibility of PPP mode in mineral exploration field and its operation mechanism are discussed in detail,besides that,the suggestions about the application of PPP mode in mineral exploration filed are given. The study results show that PPP mode is an emerging financing model,it is used in the field of mineral exploration filed with important significance of broadening the financing channels,enhancing the competitiveness of the industry,providing advanced management mode,improving the core technology and effectively reducing the risk of project,in the process of applying PPP mode,it is necessary to choose the appropriate way and organization form based on the actual situation of the project and the industrial policy,make reasonable division of risk and benefit,establish and perfect the system of laws and regulations,reform and innovate government subsidy and financial system,so as to promote the successful completion of PPP project of mineral exploration field and achieve achieve win-win cooperation.
