摘要
运用基于数据包络分析(DEA)的曼奎斯特指数(Malmquist)法实证研究2000~2015年广东省农业发展方式,总结广东省农业全要素生产率时空变化特征。结果表明,考查期内广东省农业TFP年均增长2.75%,对农业经济增长贡献为71.4%,属于集约型增长方式;农业技术效率和技术进步年均增长率分别为3.16%和-0.41%,2004年减免农业税、增加农业补贴政策出台后,广东省农业TFP增长呈明显效率驱动特征,技术进步缓慢成为制约农业TFP增长的主要因素;珠三角、粤东、粤西和粤北四大区域农业全要素生产率实现正增长,但增长速度存在显著差异,呈"珠三角-粤东-粤西-粤北"依次递减态势。针对农业发展方式转变与农业TFP增长、技术进步、技术效率改善的关系,提出提高全要素生产率,加快农业发展方式转变的对策建议。
Based on the Manquist Index (Malmquist) of Data Envelopment Analysis (DEA), Guangdong Province agricultural development pattern in 2000-2015 was analyzed, and space-time variation character- isties of agricultural Total Factor Productivity (TFP) in Guangdong Province were summarized. The results showed that in the period of investigation, the average annual growth rate of agricultural TFP in Guangdong Province was 2.75%, and the contribution of agricultural TFP to agricultural economic growth was 71.4%, which belonged to intensive growth pattern. The average annual growth rate of agricultural technical efficiency and technological progress were 3.16% and-0.41%. Especially after the policies of agricultural tax reduction and an increase in agricultural subsidy in 2004, the agriculture TFP growth of Guangdong Province showed an obvious characteristic of efficiency-driven, and the slow development of technology became the main factors of restricting the growth of agriculture TFP. In the Pearl River Delta, in the eastern, western and northern of Guangdong Province, the agriculture TFP had a positive growth, but the growth rate had a significant diversity, which appeared a descending successively situation of eastern, western and northern of Guangdong Province. Aiming at the relationships among the transformation of agriculture development pattern and agricultural TFP growth, technological progress and technical efficiency improvement, the TFP should be improved and the transformation of agricultural development pattern should be accelerated.
