摘要
农村基层治理是国家治理体系的重要基础和组成部分。本文在国家治理的视角下,对农村基层治理体系现代化源起、改革以来基层治理体系现代化的挑战进行了阐述和分析。现代化转型过程中,随着政府、社会和市场关系的重新调整,城乡关系、国家和农民的关系的改变,农村基层治理体系现代化面临着以下挑战:大量农村人口外流影响农村基层治理的社会基础;农村经济组织发育缓慢;乡镇政府向"服务型政府"转型困难,基层组织治理能力下降。因此,农村基层治理需要不断地进行自身的现代化,即不断地将加强自身的建设,调整治理体系的结构和制度,提升治理能力,才能回应现代化过程中不同农村治理主体对农村基层治理体系和能力提出的要求。
Primary-level governance in the rural areas is the important foundation and an integral part of the national governance system. From the perspective of national governance, this paper elaborates and analyzes how the modernization of the rural primary-level governance system originates and evolves as well as the challenges facing the modernization of the primary-level governance system after the reform. In the process of modernization, due to the re-adjustment in the government-social-market relationship and the changes in the urban-rural relationship and the relationship between the state and farmers, the modernization of the rural primary-level governance system faces the following challenges： the exodus of rural population affects the social foundation of rural primary-level governance; the rural economic organizations develop slowly; and the town and township governments have difficulty in gradually becoming ＂service-oriented＂ and are less capable of organizing. Therefore, the rural primary-level governance needs to modernize constantl~ that is, it will continue to improve itself, adjust the structure and institution of the governance system, and enhance its governance capability;, so that it can deal with the requirements imposed by the relevant parties on rural primary- level governance system and capabilities.
