摘要
根据城市绿色发展的内涵,构建了包含4个准则层指标和36个基础指标的综合评价指标体系,运用层次分析法和均方差决策法相结合的赋权方法确定了指标权重.对2006—2015年陕西省城市绿色发展水平演变特征及影响因素进行了测度与分析.结果发现陕西省城市绿色发展综合水平与4个准则层指标水平均呈上升趋势,综合水平年平均提升率为12.5%,4个准则层指标的年平均提升率差异较大,其中经济增长绿色水平对推动综合水平的提升贡献最大,环境承载力绿色水平对综合水平提升的贡献最小.进而,结合影响陕西省城市绿色发展水平的基础指标发展特点,对陕西省城市绿色发展中存在的问题和解决对策作了讨论.
According to the connotation of urban green development, a comprehensive evaluation index system of urban green development level in Shaanxi province from 2006 to 2015 was constructed that included four criterion layer indicators and 36 basic indicators, and the weight of each indicator was determined by weighting method which combining AHP with mean-square deviation decision method. The evolution of Shaanxi province urban green development level and its inner factors which affected the urban green development level were measured and analyzed. The results showed that during 2006-2015, the comprehensive level of urban green development and level of four criterion layer indicators in Shaanxi all showed an upward trend, average annual growth rate of comprehensive level was 12.5%, and four criterion layer indicators average annual growth rate had large differences. The green level of economic growth contributed the greatest to promotion of the comprehensive level, and the contribution of green level of environmental carrying capacity to promotion of the comprehensive level was the smallest. Further, combined with the development characteristics of the basic indicators affecting urban green development level in Shaanxi, the problems and solutions of the urban green development of Shaanxi were discussed.
