摘要
欧盟是农产品市场调控政策体系发展较为健全的地区之一,其政策的制定不光对全球农产品市场产生着重要的影响,并且为我国提供了很好的借鉴,值得深入研究。本文基于《共同农业政策》(CAP)对欧盟农产品市场调控政策的发展历史和调控工具进行系统研究,总结其政策制定和实施的经验。可以发现,欧盟农产品市场调控政策演变的总体趋势是愈加弱化对农产品市场的直接干预,强调市场价格信号的作用;保障农民收入、政策目标的实现,已经脱离了价格支持政策手段,以市场化工具替代;其政策目标定位更加科学化、多元化,注重互补性。
The European Union（ EU） is one of the areas where the system of agricultural product market regulation and control policy is developed. The formulation of its policy is not only a significant impact on the global agricultural market,and provides a good reference for China,it is worth further research. Based on the common agricultural policy（ CAP）,this paper made systematic study on the development history and control tools of EU’s agricultural product market regulation policy,and summarized the experience of its policy making and implementation. Results showed that the general trend of the evolution of the EU’s agricultural market regulation and control policy was to weaken the direct intervention of the agricultural products market and emphasize the role of the market price signals. To ensure the realization of the goal of the income of the farmers,the price support policy instruments was replaced by the market tools,and the policy goal orientation was more scientific,diversified attention to complementarity.
