摘要
慈善事业并非是市场经济长期发展的结果,它自古以来就存在。随着市场经济的发展,慈善事业得以迅猛蓬勃的发展,它是政府宏观治理之下的微观补充。我国的慈善事业较为混乱,缺乏公信力,不仅没起到帮助政府治理社会问题的作用,反而引发新的社会问题,这是与政府的施政目标相背离的,不利于实现资源的有效配置与管理。
Philanthropy is not the result of the long - term development of market economy. But with the development of market economy, the rapid development of philanthropy to flourish is a micro- complement government under macro-governance. Western governments realize it through regulating its charitable organization, domestic groups or individuals, and formulate the principle mechanism, especially the distribution of benefits as the core rules of economic activities, whose charity development is good. However, in China, the development of philanthropy is a mess, no credibility, not helping the government to manage social tragedy problems, leading to new social chaos, which is contrary to the government’s policy goal and is not conducive to the effective allocation and management of resources. The government has not realized the effective management of the charity, which makes the chaos. The paper, from the per-spectives of economics and management, analyzes charity chaos and provides corresponding countermeasures and suggestions to better achieve the steering function of government and provide better public service.
