摘要
随着医改的不断深入,各地区纷纷开展了公立医院综合改革,但是医疗供给侧的结构性错位、基层医疗机构"缺医、少药、缺检查"、大医院"虹吸效应"以及分级诊疗制度落地难等问题依然尚未得到解决。2015年,深圳市罗湖区从组建医院集团、进行医保支付方式改革、建立现代医院管理制度、做实做强社康中心等方面推动医疗卫生服务体系改革,力求破解医改难题。
As the healthcare reform deep-going, all regions carried out public hospital reform. The structural dislocation of medical supply-side reform, lack of qualified healthcare, drug and lab test in primary healthcare institution, siphonic effect in large hospital and unsatisfied implementation of hierarchical medical system were the common problems in healthcare reform. In 2015, with a series of countermeasures which can be described as establishing hospital group, carrying out medical insurance payment reform, constructing modem hospital management institution and making community health center stronger and solider were carried to improve healthcare reform and crack these problems.
