摘要
着力加强供给侧结构性改革,通过去杠杆帮助企业降低成本,提高供给体系质量和效率,是加快培育企业发展新动能,持续增强企业发展动力的重要途径。供给侧结构性改革中的企业去杠杆问题,所以通过创新金融工具、落实差别化信贷政策,加快信贷产品创新,防范化解金融风险等措施重点解决,还应不断提升政府融资平台及多层次的政策担保功能,优化区域融资环境,推动和提高企业直接融资比重。
Enhancing tile supply-side structural reform, helping enterprises to reduce costs through de-leverage and increasing the quality and efficiency of the supply system is an important way to speed up cultivating a new development momentum of enterprises and continuously strengthen the development power of enterprises. Finance support should follow up in time, measures such as inno-vating financial tools, implementing differential credit policies, speeding up the credit product innovation and preventing and dissolv-ing financial risks should be taken to solve the problem of enterprises de-leverage of the supply-side structural reform. At the same time, other measures are also included improving the govcrnment financing platform and multi-level policy guarantee function, opti-mizing the regional financing environment and promoting and enhancing the direct financing proportion of enterprises.
