摘要
加大对深度贫困人口的易地扶贫搬迁力度是破解深度贫困的重要之策。粗放搬迁、安置包办、只搬不扶等政策偏差,降低了搬迁脱贫的精准性及施策成效。采集秦巴山区易地搬迁村户的样本数据,对不同贫困深度村户的搬迁意愿与脱贫结果进行实证分析发现,贫困深度与家庭特征不同,村户易地搬迁意愿不同;包揽式、唯补贴的搬迁安置方式,忽略搬迁对象的贫困深度及其脱贫需求差异,容易降低脱贫成效,形成"救济陷阱";相比补贴安置与政策救济,搬迁后生产与就业的接续是脱贫的根本之路。因此,应实行差异性的搬迁规划引导政策,瞄准村户的搬迁安置需求进行精准的安置帮扶;设定安置补贴的有效区间,优化搬迁考核评估;着眼于"脱贫",开展搬迁安置帮扶,以"减贫"定搬迁、谋发展。
Relocate the poverty stricken population is an important measure to solve the poverty problem.The measures such as extensive relocation,resettlement arrangements,as well as relocation without aid reduced the poverty alleviation accuracy and implementation effect.Using the sample data collected in Qinba mountain village,empirical analysis shows that families with different poverty depth and characteristics have different willingness to relocate in different places;relocation mode relying on relocation subsidies and undertaking the whole thing could easily reduce the effectiveness of poverty and form ＂relief trap＂once ignoring the poverty depth and poverty relocation needs;compared with subsidy resettlement and policy relief,production and employment after relocation is the fundamental way to shake off poverty.Therefore,it is necessary to implement the guidance policy of differential relocation planning,aimed at the village relocation demand and provided accurate placement assistance;set the range of effective resettlement subsidies,optimize the relocation assessment;focus on ＂poverty alleviation＂ to carry out relocation assistance;focus on＂poverty reduction＂for relocation and development.
