摘要
基层社会治理是国家治理体系的不可缺少的重要组成部分。国家治理体系和治理能力的现代化,首要的是基层社会治理体系和治理能力的现代化。新常态下基层社会治理现代化对改革发展全局具有重要的促进作用并对准确把握新常态下社会治理现代化的丰富内涵有着重要意义。在当前,我国基层治理出面临来自执政党自身方面(治理主体)、施政主体——政府、新兴媒体治理层面等方面的挑战。在新常态下要强化基层社会治理体系和治理能力的现代化;城乡基层社会治理机制方面的构建理念。要明晰城乡基层社会治理机制、治理要素结构和推进路径,推动基层政府的自身建设,提升行政治理能力;同时要突出前沿研究,坚持问题导向。提升我国基层社会现代化治理能力,为全面建成小康社会的目标提供稳定的社会基础。
The grassroots social governance is an indispensable part of the national system of governance. National governance systems and governance capacity modernization is,first and foremost,the grassroots social governance system and governance capacity modernization. At present,grassroots social governance modernization is of significance to understanding that grassroots social governance modernization has important boosting effect on overall reform and development under new normalcy and accurately grasping the rich connotation of integrated social governance modernization. Currently,China’s grassroots governance faces the challenge from ruling Party itself（ governance main body）,politically-implementing main body,government,and from new media and so on. Under the new normalcy,we should strengthen the construction of China’s grassroots social governance system and governance capacity,construct the urban and rural grassroots social governance mechanism,clarify urban and rural grassroots social governance mechanism,governance factors and boosting path,promote the self construction of the grass-roots government,improve administrative management ability,and fully highlight cutting-edge research,adhere to problem oriented research,enhance the governance capacity of grassroots social modernization in China,set stable social basis for the goal of building an all-round well-being society at the same time.
