摘要
法治公安既是全面深化公安改革的基本目标,又是社会治理与警务发展新常态的必然趋势。新常态下建设法治公安面临执法理念和信仰缺失、执法司法制度不健全、执法主体的素质良莠不齐、执法监督机制不完善、执法环境不乐观等问题。树立社会主义法治理念,完善执法制度,提升执法主体素质,加强执法监督管理,强化执法保障措施,创造良好的执法条件和环境,有利于全面推进法治公安的建设。
Law-based public securiity serves as the basic objective of comprehensively deepening public security reform as well as the inexorable trend of social governance and the new normal of the police service development. Under the new normal, law-based public securiity construction is confronted with lack of law enforcement ideas and beliefs, defective judicial system of law enforcement, uneven quality of law enforcement subjects, defective supervision system of law enforcement, pessimistic invironment for law enforcement. Accordingly, development of the socialist rule-of- law concept, perfection of law enforcement system, promotion of quality of law enforcement subjects, enhancement of law enforcement supervision and management, intensification of safeguard measure for law enforcement and creation of law enforcement conditions and environment are beneficial for comprenhensive promotion of law-based public securiity construction.
