摘要
地方本科高校向应用技术大学转型发展,对二级学院党政联席会议运行机制提出了新要求。总体上看,地方本科高校二级学院党政联席会议制度落实比较到位,运行状况良好,特点和优势明显,但也存在着运行不规范、议事效率不高、主体责任不明确、监督检查不到位等不适应转型发展要求的问题。在转型发展实践中,要加速探索建立集议题提出机制、讨论决策机制、执行反馈机制、监督检查机制等为一体的二级学院党政联席会议制度运行机制。
The transformation of local colleges to the application of science and technology has proposed new re-quirements on joint meeting mechanism between the Party and the government in the secondary faculty. Overall, the joint conference system in the faculties of local colleges operates smoothly, but there exist some problems that fail to fit into the transformation such as nonstandard, low efficiency, unclear responsibility and so on. In the practice of transformation and development, a new style joint meeting mechanism should be established which combines the process of the issue raising, the decision - making, the implementation and feedback and the su-pervision and inspection.
