摘要
目的:构建中国政府卫生支出绩效评价指标体系,评价中国各地区政府卫生支出绩效水平并分析其差异情况,为提高政府卫生支出绩效提供决策参考。方法:运用熵权TOPSIS分析法,使用2015年中国31个省、直辖市、自治区的数据进行分析。结果:患病风险保障、卫生服务水平和卫生服务利用率是影响政府卫生支出绩效的主要指标,而政府卫生投入和卫生服务可及性对政府卫生支出绩效的影响相对较小。各地政府卫生支出绩效整体水平不高、区域间资源配置不均衡。结论:应重视政府卫生支出对资源配置效率,努力提高各地政府卫生支出的均等化水平;同时应当着力缩小东中西区域间在政府卫生支出绩效方面的差距。
Objective To build an index system for the evaluation of governmental health care expenditure performance in Chi- na, evaluate the district performances and their differences, and provide suggestions to improve the performances for decision mak- ers. Methods To use the method of entropy weighted TOPS1S and the dataset of 31 provincial administrative units in China in 2015. Results Insurance on risk of illness, level of health care service, and utilization efficiency of health care service are major influence factors for governmental health care expenditure performance, whereas, governmental healthcare input and health care service availability are relative minor influence factors. The overall performance and allocation of regional health care resources still need to be improved. Conclusion Focus should be on the improvement of allocation efficiency of health care resources and e- quality of governmental health care expenditure. Meanwhile, measures should be taken to narrow the regional differences of gov- ernmental health care expenditures.
