摘要
文化民权的赋予与实现是我国公共文化服务建设的基本内容,民众不仅是文化服务的接受者同时也是服务提供的参与者。将文化民权定义为公民的基本文化权利的同时也意味着公共文化服务不只是一项民生工程,同时也是对基本民权的尊重与保障。通过历史文化街区保护中的社区参与实践,使公民融入到公共文化服务体系建设之中,确保城市向民众提供充足的文化空间,正是文化民权实现的一条基本路径。
The giving and realization of civil rights is an essential element of public cultural services. People should not only be recipients but also participants in the services provided. The definition of civil cultural civil rights as citizens ＇basic cultural power also means that public cultural services not only a livelihood project but also respect and protection of basic civil rights. It is a basic path to realize the cultural civil rights to ensure that the city can offer plenty of cultural space to citizens with community participation and practice in protection of historical and cultural blocks so that citizens can involve into national public cultural service system construction.
