影响城市再生水自主定价的因素与定价方法研究 被引量:3

摘要 我国是一个极度缺水的国家,尤其是城市缺水问题十分突出。再生水以城市污水为来源,可以为城市众多用水领域提供可用水,减少对自然水资源的消耗,加强水资源保护。目前,我国再生水的生产与利用率都比较低,其中有民众对再生水接受度较低的原因,但主要还在于缺乏科学的再生水定价机制。通过分析影响城市再生水价格的主要因素,提出了基于自来水价格定价而不是基于成本核算定价、基于市场调研进行定价、对再生水生产企业进行必要补贴等对策建议。 China is a state with extreme water shortage, especially the urban water shortage. The reclaimed water is sourced from urban waste water, which can provide usable water for multiple urban water fields, reduce the consumption of natural water resources and strengthen the water resource protection. At present, the the production and utility efficiency of China's reclaimed water are lower, in which there exists some reason that the people have lower acceptance to reclaimed water, but it is mainly because the lack of scientific reclaimed water pricing mechanism. By analyzing the impacting factor on urban reclaimed water price, this paper puts forward that the pricing should be based on running water but not the cost measuring pricing, the pricing should be based on market survey and make subsidy to reclaimed water manufacturing enterprises.
