摘要
我国农村养老需要不断增加,既有的社会福利模式忽略了农村老年人及农村社会中蕴含的养老资源,对相应的养老福利制度模式的探索具有重大意义。优势视角下,农村老年人可通过自我参与的方式适度满足其养老需要。农村养老需要分为物质、公共文化、空间、情感、照料等层次并具有显著的老龄分层偏好。农村老年人协会中的老年能人以自身所处的社会关系网络中的位置实现老人社会支持系统的修复,通过礼物馈赠、空间再造、主体感培育和情感补遗,实现乡村养老需要公共品的内生制造与持续供给。对农村养老需要满足的自组织模式进行制度优化的方向是:以内置金融激活养老自组织造血功能;以民政资金盘活养老闲置资产,增加乡村老年社会福利空间;强化地方政府引导,创新并完善乡村治理机制,积极培育并发展公共文化型老年人协会组织。
China＇s rural elderly needs have been increasing,but the existing social welfare model ignores the rural elderly and the old-age resources in the rural areas.Therefore,it is of great significance to explore the new system of pension benefits.The rural elderly can meet their pension needs by means of self-participation from the advantage perspective.Rural pension needs should include different aspects such as material,public culture,space,emotion,and care,with prominent age stratification preferences.Relying on their positions in the social network,the capable elderly in the rural elderly associations can achieve the repair of the social support system for the elderly.By means of giving gifts,rejuvenating space,cultivating the sense of subject and supplementing emotion,the inherent production and continuous supply of the public services for the rural old-age needs can be realized.In addition,the optimization direction of self-organizing mode in rural old-age support includes building self-organized hematopoietic function relying on built-in finance,revitalizing the idle assets of the elderly with the national civil affairs funds,and expanding the social welfare space of the elderly.Meanwhile,strengthening the guidance of the local government,innovating and improving the rural governance mechanism,and cultivating and developing the public culture associations for the elderly should also be on the agenda.
